I was initially brought on board as a CM to manage construction crews during the Modernization project.

The Project Lead I reported to was based in KC but stayed in St. Louis during the week. After the Phase 1 launch, the Project Lead stayed in KC through the week as more responsibility for the day to day management was handed to me.

Eventually they assigned the local Market FOP’s Manager to be Project Lead of Development and Construction of all ongoing projects.

My role then shifted to working in the office 95% of the time, managing all construction related activities.

 

As each project moved forward, I interviewed and recommended the hiring of individual FCM’s to manage crews in the field. Depending on the size and scope of the projects, one or more FCM’s were hired as contractors to manage them. Eventually I was coordinating, scheduling and managing 4 FCM’s working on various projects.

 

I pre-qualified new GC’s that wanted to do work in the STL market and participated in interviewing, assigning and directing GC’s on the various projects that were being performed concurrently.

 

I also prepare the Scopes of Work for each individual project as well as the Site Closeout Package requirements.

I prepared BOM’s, released material, reviewed and approved SCOP’s and coordinated the installation and inspection of sites in the “Rural America’s Project” that is being performed by NSN.

 

I personally attended site walks and offered input for projects that the FCM’s either had no or little experience in. In addition to Modernization and the Rural America’s Project, these included NSB (including raw land), AAV (FTTCS) including Ciena, RAC-24 and DSX-3 trial sites, micro-wave backhaul installation, PDU swaps and upgrades, roofing projects, line and antenna repair and relocations.

 

I worked with National and outside suppliers to coordinate just in time delivery of stocked and unique items required for the proper and speedy installations of material for each project.

 

I prepared BOM’s and ordered material to be brought into market as needed.

I worked with AAV vendors to coordinate delivery of fiber as well as FOP’s tech’s to turn up and test these fiber circuits.

I coordinated A&E Survey crews to identify access and utility easements and the recording of new easements for NSB and AAV sites.

I attended deployment meetings for each project and provided updates and advice to Development and Management.

I reviewed and redlined all CD’s for revisions prior to construction.

I provided status updates and forecasts for proper tracking of milestones hit.

I worked w/ Vendors and Contractors towards meeting market goals.

I used InSite for the following:

To review and actualize forms and documents uploaded by the Vendors to track milestones.

 I also uploaded forms and screenshots for review by others.

 

I used HOMER to place WO’s for additional T-1’s etc. as well as Marketplace to enter BOQ’s.

 

Original project plan was to have a Tiger Team QA sites and set RET’s. It was later decided to have Vendors do this. Therefore over 300 sites were built without the RET’s being set. Removal of existing surge suppressors resulted in a DIN Male to DIN Male connection between the hard line and the jumpers at several sites.

I was tasked with performing these missing QA’s and setting the RET’s. As well as visiting any nearby sites under construction to gauge contractor compliance with T-MO standards and identifying the DM/DM sites for correction by the contractors.

I also performed minor repairs missed by contractors on these sites such as strapping batteries down, installing thermal probes on batteries, rerouting jumpers to the correct radios in the Node B etc.

 

While setting these RET’s I found instances of jammed RET actuators, bad TMA’s, bad antennas, bad connections, jumpers reversed at the TMA’s etc.

After setting the RET’s in a given market and compiling a list of these deficiencies, I was supplied with a team of climbers in order to effect tower top repairs and properly complete the mission of setting the RET’s and inventorying the sites prior to integration.

 

I also reviewed Close-Out packages for completeness, compliance and accuracy. In this capacity I could determine reversed tower top jumpers at the TMA’s, incorrect color coding of lines and jumpers, incorrect routing of jumpers at the Node B and incorrect grounding procedures from the pictures supplied with the close out packages as well as other deficiencies that needed correction prior to integration.

I used my project management expertise to oversee/manage all aspects of field construction project activities for cell sites and/or MSC locations, field operations. This was for all site construction, major and minor modifications, upgrades, to the structure or antenna system, HVAC upgrades or additions, special projects, in building systems, deployment of cows, 4G and any other type of project that required any type of construction activity to support equipment at a site/location. To accomplish this I was responsible for directing and managing the following: designing, engineering, permitting, and constructing the sites; developing and tracking progress milestones; ensuring budget adherence; negotiating with, directing, managing vendors, consultants and providing technical guidance to outside engineering firms along with contractors, consultants and vendors; and coordinating utilities, access, and inspections. I relied heavily on my ability to read and interpret documents such as zoning and construction drawings, bids, and leases. Design reviews and knowledge of emergency generators, building codes, electrical, mechanical and related codes, National Electrical Code requirements, environmental requirements. I project managed more complex sites and attended difficult and/or complex zoning hearings. I managed co-location activities. I also acted as a subject matter expert and guided and trained less experienced staff. I depended on my ability to write coherent and succinct status/progress reports. 

Co-ordination and management of EVDO expansion/optimization Western/Central Florida market

 

Coordinated with local Telco for the installation of NEMA boxes and managed installation of Fiber circuits for EVDO. These involved approximately 180 sites. This included installation of new antennas as well as adjusting azimuths, inclinations and declinations of existing installations. I developed a process and managed a project to completely rebuild the network in two counties. This worked so well that it has now been adopted in other markets. I also managed upgrades and modifications to existing sites, Re-roofing projects, 900MHz upgrades, Sectorizations, Shelter Adds/Swaps, System Upgrades, Power and Telco Hardening, Carrier Add, Underlay/Overlay, M/W Hops.

This includes (but is not limited to) Feasibility studies, Specifying Bid details, Documentation of Bid compliance, Bid Walks, Scrubbing of Bids, Award of Bids, Coordination, Planning, Scheduling, designing the layout of sites, “Red-lining” construction prints, on-site management of construction companies and site acceptance.

I managed virtually all of the rooftop construction in an extremely regulated market for one large launch project. This experience gave me a respect and knowledge for the special requirements, which include: Dealing with building owners and municipality zoning officials and inspectors. Designing a “stealthy” site. Using either RF “invisible” panels or building features to hide or disguise the site. Coordinating utility routing, including “coring” of multi storied buildings. Determining and obtaining a proper grounding method. Either by using existing grounded structural components of the building, City side water mains or installed ground rods. Planning for auxiliary power supplies. Scheduling the lifts of material and equipment using various methods. Performing a pre and post construction walk through with building owners/managers, contractors and clients. I learned the special requirements of designing and installing sites on older and/or historical structures. Including the need for asbestos and lead testing and abatement. As well as insisting an engineer physically inspect the location to insure the design took the fragility of older buildings into account.

 

I oversaw the design and construction of spires, steeples and bell-towers. As well as the installation of sites on two-sided billboards, and the like.

 

My experience actually constructing and installing sites was invaluable in this position. I was able to anticipate problems and provide solutions mostly during the design process. I am proud of the fact that the rare change orders on my sites were mainly because the client changed design during actual construction. My sites were turned up, on time and on budget.
