to T-Mobile St. Louis I was initially brought on board as
a CM to manage construction crews during the Modernization project. The Project Lead I reported to was
based in KC but stayed in St. Louis during the week. After the Phase 1
launch, the Project Lead stayed in KC through the week as more responsibility
for the day to day management was handed to me. Eventually they assigned the local
Market FOP’s Manager to be Project Lead of Development and Construction of
all ongoing projects. My role then shifted to working in
the office 95% of the time, managing all construction related activities. As each project moved forward, I
interviewed and recommended the hiring of individual FCM’s to manage crews in
the field. Depending on the size and scope of the projects, one or more FCM’s
were hired as contractors to manage them. Eventually I was coordinating,
scheduling and managing 4 FCM’s working on various projects. I pre-qualified new GC’s that wanted
to do work in the STL market and participated in interviewing, assigning and
directing GC’s on the various projects that were being performed
concurrently. I also prepare the Scopes of Work
for each individual project as well as the Site Closeout Package
requirements. I prepared BOM’s, released material,
reviewed and approved SCOP’s and coordinated the installation and inspection
of sites in the “Rural America’s Project” that is being performed by NSN. I personally attended site walks and
offered input for projects that the FCM’s either had no or little experience
in. In addition to Modernization and the Rural America’s Project, these
included NSB (including raw land), AAV (FTTCS) including Ciena, RAC-24 and

suppliers to coordinate just in time delivery of stocked and unique items

project plan was to have a Tiger Team QA sites and set RET’s. It was later
decided to have Vendors do this. Therefore over 300 sites were built without
the RET’s being set. Removal of existing surge suppressors resulted in a DIN
Male to DIN Male connection between the hard line and the jumpers at several
sites. I
was tasked with performing these missing QA’s and setting the RET’s. As well
as visiting any nearby sites under construction to gauge contractor
compliance with T-MO standards and identifying the DM/DM sites for correction
by the contractors. I
also performed minor repairs missed by contractors on these sites such as
strapping batteries down, installing thermal probes on batteries, rerouting
jumpers to the correct radios in the Node B etc. While
setting these RET’s I found instances of jammed RET actuators, bad TMA’s, bad
antennas, bad connections, jumpers reversed at the TMA’s etc. After
setting the RET’s in a given market and compiling a list of these
deficiencies, I was supplied with a team of climbers in order to effect tower
top repairs and properly complete the mission of setting the RET’s and
inventorying the sites prior to integration. I
also reviewed Close-Out packages for completeness, compliance and accuracy.
In this capacity I could determine reversed tower top jumpers at the TMA’s,
incorrect color coding of lines and jumpers, incorrect routing of jumpers at
the Node B and incorrect grounding procedures from the pictures supplied with
the close out packages as well as other deficiencies that needed correction
